It is unlikely that there are missing nickel pan screws.
However, for good or for bad, there are no spare screws!.
What often happens is that due to the repetitive process of attaching hones and brackets, people tend to put more screws on the hones than what's indicated in the instructions.
For example, for attaching hone to bracket, on page 30 the under arm gets only one screw whereas the foot on page 29 gets 2 and the leg on page 26 gets 1 on one side and 2 on the other.
