File upload/download location can not be reached ?!

File upload/download location can not be reached ?!

Hello,
what I have learned is, that there is a folder here somewhere, which is named "Builders" into which all the codes, programs etc. can be uploaded by users. This is fine... but where can those files be accessed ?
I can not find any menu item which states : " downloads " or something like this? Am I wrong or have I just overlooked something ?
