i coming from the software engineering , i like to get/build/buy
cheep Programmable Robot Kit so i can program it in my pc and control it remotely

where to start , where to look ? what todo?

any of them are programmed in pc and can be controled from pc.
if you want wireless pc comms then you need for example bluetooth or linuxified.com but start with getting one you have probably done enough reading so if you value your time just get one and things will be clearer.
