Is it possible to make a robophilo/robophilo JR mech?

you'll need the SDK to add your sensors and firing control. Philo junior will have more IO pin to use than Robophilo.

I haven't built it yet. I bought 2 tank guns from east toy per robogame's recommendation. but they ship me 2 used guns. instead of new ones.
