It works, though the info on that particular listing is for use with the original KHR-1. You should contact Limor and confirm the latest option kit part number and link.
In any case, there is a small receiver module that mounts on the robot and a cable that plugs into the robot controller (RCB-3 or RCB-3J depending on the robot.
The USB dongle plugs into your PC. The PC side transmitter is the object just to the left of the USB dongle in the photo, and has a screw on the top to attach the transmitter antenna.
At that point, you can use some of the Kondo applications to wirelessly control the robot from your PC, or write your own. It's pretty straight forward to interface a PS2 gamepad for control.
That being said, you might be able find some other PC to KHR robot remote control strategies by doing a little searching around.
