The wheels and (non-custom) brackets also look like they are from the Bioloid kit.

Made by a student name Jung Woo Park from a Korean univeristy in Busan. (CIMEC Lab)

The robot's name is Starlight. Here's a bit more information on it:

MPU : DSP TMS320F2812
Motor : AX-12+ x 16ea
Frame : Aluminium 2T
Wireless Method : RF
Communication : RS-232C
Feature ㅇ Hybrid Mode (Legged / Wheeled)
ㅇ Horizontality Control
ㅇ Pass Over Forward Block
