You are right. The USB to Dynamixel interface should allow you to talk to the Dynamixel servos from a PC and yes you should be able to write code in C or any language on the PC to control the servos. However, the Bioloid program set does not support this link, it only supports communications to the CM5 for uploading programs and movement tables.
